3GPP has come forward with new 3GPP specifications which will allow all vehicles in Europe to make a 112 emergency call with relevant data about an accident or major incident.
eCall is referred as an interoperable in-vehicle emergency call service. It is a project of the European Commission intended to bring rapid assistance to motorists involved in a collision anywhere in the European Union. According to reports from the European Commission, it is foreseen that eCall will be offered on all new vehicles in the EU by 2010.
eCall In-band Modem is used for reliable transmission of the eCall Minimum Set of Data (MSD) from an In-Vehicle System (IVS) to the Public Safety Answering Point (PSAP) via the voice channel of cellular and PSTN networks.
The eCall In-band Modem uses the same voice channel as used for the emergency voice call. eCall allows reliable transmission of MSD alternating with a speech conversation through the existing voice communication paths in cellular mobile phone systems.
The expected benefit is that emergency services will be made aware of accidents much more rapidly, will get precise information on location, vehicle type etc. and therefore will be able to reach accident victims faster, with the potential to save many lives annually.

LTE needs VoLGA
LTE (Long Term Evolution) is a data only technology but it seems that we can not live without voice or SMS services. VoLGA forum claims that VoLGA specifications fill this gap. A number of telecom companies (including Ericsson, Alcatel-Lucent, Huawei) are showing interest in VoLGA and are part of VoLGA forum.
According VoLGA stage 1 specification, The aim of VoLGA is to make traditional GSM/UMTS circuit switched (CS) services available to UEs accessing the EPS network via E-UTRAN.
The lack of native SMS over LTE support is a show-stopper for LTE dongle service. Mobile operators rely on SMS for back office customer care, provisioning and management of HSPA-dongle services. Clearly those systems need to be available to an LTE-based terminal service at launch.
For Voice calls LTE based UEs may have to wait for IMS rollout and LTE may remain data only service for longer time. VoLGA claims to fill this GAP.

A short primer on Femto Cell
Femto Cell is a concept to provide 2G/3G mobile services with limited range primarily individual homes or offices. Generally a femto cell is served by small box placed at user’s location and acts like a small BTS and mobiles in its range can connect to it. For handsets it’s another cell in the operator's network. Femto cells connect locally to mobile phones and similar devices through their normal GSM, GPRS, or UMTS connections and route the connections over a broadband internet connection back to the mobile network.
The primary reasons to drive this technology are
- To improve mobile network coverage in small areas
- To reduce the cost of radio access networks
Allot of new implementations are needed to make this reality so that none of the existing network elements has any impact due to its introduction. A standardized femto solution for UMTS seems a reality thanks to 3GPP few months back, most of the stakeholders agreed to a framework. Detailed specification standardization is still far from complete.
A generic Femto architecture can be divided in following domains
- A local Home network including femto box and any other access equipment deployed in users’ location
- IP Network Domain a public IP network to connect Home network to operators security gateway
- Operator femto access domain comprises several new nodes including security gateway, an authentication server, a femto gateway connecting to operators core network to avoid any impact on current core network.
Depending on wireless technology ie. GSM/GPRS or UMTS Femto elements may have different protocols and signaling procedures. For femto network entry point in the operators existing core network is MSC, so for core network Femto access network will appear as GSM BSS or UMTS radio access network.

Know about UMA/GAN
UMA , 3GPP says it GAN. Both are OK as they do not have any major difference. I will be using UMA term further in this article. Some people call UMA a cross-over technology because they think that its a temporary solution ..well that’s not true. UMA may have a life if operators have courage to embrace it. It opens up wonderful opportunities for every one ..for operators, manufacturers ..and most important for people.
Guys who really don't know what is UMA -> Google it, ...in short UMA offers a mobile handset user a seamless walk from a WiFi spot (your home, coffee shop ...) to GSM network (on road ..garden ...). Is any body using it ...of course lots of people in U.S.A. But why would I trash my GSM phone for new one ? Well its for you if you
- like to talk a lot on mobile -> find a WiFi spot & talk unlimited anywhere in the world(your operator may charge you additional fee if out of USA ??)
- don’t a like drop call while you are in home -> no problem even if you don’t receive GSM signal at your home
- want to save money -> no more aftershocks
Now do you really think that if 3G/UMTS is really there then UMA will die ..do you know that UMA can coexist with UMTS too …so you got the option of GSM-UMTS-UMA together -> still you can save money & talk more -:)
UMTS is not able to beat GSM in all these years but UMA can live with them forever.
